This is a sakiori obi or a kimono sash that is hand woven from shredded cotton yarn. The warp is cotton and the weft is made of torn cotton pieces.
This obi shows a rich, dark neutral colored ground into which is woven a series of light-colored arrow feathers, a common motif in Japanese folk textiles: the design and coloration of this particular obi call to mind life in old Japan and with that comes a soulful remembrance of a lost age.
The obi is in good, used condition and its rich, earthy color and design are really beautiful.
